Background
The Rural White Paper, ‘Our Countryside: The Future: A Fair Deal For Rural England’, was published in November 2000. This set out a range of measures to give local people a bigger say in managing their affairs, and a chance for everyone in the community to have a say in how it develops.
The Rural White Paper committed the Government to establishing Parish Plans. This took shape as a key component of the Countryside Agency Vital Villages programme. Parish Plans were very successful and well received, with nearly 3,000 parishes becoming involved in just four years. Since the end of the Vital Villages programme, Defra continues to support Parish Plans, currently through the Rural Social and Community programme. Defra made £1million available to support parish Plans in the interim year between this current new programme and the changes to the Countryside Agency in April 2005.
